§ PREAMBLE
FOUNDATIONAL GROUNDS

We are no longer in the era of anticipation; we are living in the era of consequence. Generative AI has woven itself into the fabric of our municipalities, our businesses, our activism, and our daily civic lives. We operate under the legal scaffolding of the EU AI Act and the Council of Europe's Framework Convention, yet we recognize that regulation alone is not enough to protect the human spirit.

"We are facing the 'Babel syndrome': the blind pursuit of technological efficiency at the cost of human dignity, standardizing human culture, and eroding genuine connection. We witness the 'subjugation of the general intellect,' where the social brain is reduced to data points on an algorithmic assembly line."

Saying "Hi" to Artificial Intelligence does not mean total submission. It is an act of Active Estrangement (Estraneità Attiva). We welcome the tool, but we dictate the boundaries. Drawing upon the Cities Coalition for Digital Rights, we declare that our communities will not merely be consumers of the digital connective machine. We are the conscious architects of our digital future. To govern this technology, we pledge to uphold the following Five Pillars.

We must not rest our independence on a company's promise to keep prices fair or policies reasonable.

  • The Principle: Artificial Intelligence must elevate human creativity, civic duty, and the social brain. It must never be used as a substitute for human judgment, empathy, or moral responsibility.
  • The Practice: We mandate the "Human-in-the-Loop". AI may be used to eliminate repetitive, alienating tasks, but the human mind remains the final decision-maker. We reject systems that treat workers and citizens as passive supervisors of machines. We invest in universal digital literacy so our communities know not just how to use algorithms, but how to question them.

Dismantling the Black Box by letting anyone investigate.

  • The Principle: The #AI process must be transparent to people. Citizens and workers have the right to understand the technological rules that impact their lives, and the right to challenge biased, discriminatory, or automated decisions.
  • The Practice: We demand the demystification of the machine. Any AI system deployed in public service, civil association, or corporate environments must be transparent and auditable. We commit to clearly labeling AI-generated content and decisions. We ensure that any individual can contest an AI-assisted outcome and receive an explanation in clear, human language.

Protecting our information from forced extraction.

  • The Principle: Organizations need to take #control of their data. Data is the collective memory and operational foundation of our communities and businesses, not a free resource for proprietary models to absorb.
  • The Practice: We reject the non-consensual extraction of community data to train proprietary models. We adhere to the strictest standards of data minimization, treating public and personal data as a protected civic commons. We defend our local languages and cultural nuances from the homogenization by keeping data localized, secure, and dignified.

In a system moving at high speed, accountability requires evidence, not permanent barriers.

  • The Principle: We oppose industry-wide limits negotiated by today's leaders that exclude those who might build safer alternatives. Accountability requires clear metrics: #KPI must be in place to measure safety, performance, and actual impact.
  • The Practice: We embrace defense before restriction. We favor patching vulnerabilities, revoking credentials, and limiting an agent's access over blanket publication bans. We implement rigorous KPIs and independent testing during development. We take the time to pause, fact-check, and consult communities before deploying new systems. If an AI tool degrades human dignity, worker rights, or social cohesion, we claim the collective right to reject it entirely.

Building a resilient ecosystem over the illusion of proprietary dominance.

  • The Principle: We refuse to be locked into digital walled gardens or captured by geopolitical silos. We don't want a frontier governed by superpowers that leaves the rest of the world waiting for permission.
  • The Practice: True innovation thrives on open standards and global solidarity. We commit to utilizing, funding, and supporting open-weight models and shared computing capacity pooled across independent research groups. We freely share our defenses, our code, and our localized tools across organizations. We believe someone we've never heard of should be able to build something better, from anywhere in the world.

THE PLEDGE

By adopting this manifesto, we acknowledge that technology is never neutral. It inherits the values of those who build it, finance it, and deploy it.

We pledge to integrate the HAi! methodology into our daily workflows. We choose to build communities centered on care, justice, and human depth over the sterile allure of absolute efficiency.
